Regional EW4All MSF: Partnership Conversation - Bridging Support to Implement Multi-hazard Early Warning Systems in Asia- Pacific (by invitation)

Context

In recent decades, thanks to significant efforts and investments, early warning systems have contributed to reducing the fatalities and losses and damages caused by hazardous events in the Asia-Pacific region, as set out in the Sendai Framework Target G. However, major gaps persist in the world’ most disaster-prone region, especially in Small Island Developing States and Least Developed Countries. In 2022, ongoing efforts received new impetus when the United Nations Secretary-General launched the Early Warnings for All (EW4All) initiative and called for everyone to be protected by early warning systems by 2027. Countries have since redoubled their efforts with technical support from the United Nations, the Red Cross and Red Crescent Movement, civil society organizations and bilateral and multilateral partners. In an initial catalytic phase, governments and partners are identifying gaps in their current early warning systems and developing or strengthening inclusive national roadmaps to accelerate the universal coverage of multi-hazard early warning systems (MHEWS), in line with other initiatives such as Weather Ready Pacific. In 2023, the Government of Maldives adopted its MHEWS roadmap, followed by Lao PDR in 2024. Several other countries are currently developing their roadmaps or are in the planning stage.

Purpose

  • Countries in Asia-Pacific present the priorities of their MHEWS roadmaps and plans to international development partners from the humanitarian, development and climate sectors and highlight areas that are challenging to mobilize technical and financial resources. The focus could be on the shorter- and medium-term implementation of the roadmaps and plans, including the upcoming season for hazards such as cyclones;
  • International development partners have the opportunity to ask questions about countries’ MHEWS roadmaps and plans that are targeted to their interest, share their priorities, inform about technical and financial opportunities and discuss potential engagement and partnerships.

Expected outcomes

  • Identify potential partnerships and opportunities for peer-to-peer learning and other collaboration in Asia and the Pacific;
  • Mobilize financial and technical support to implement MHEWS roadmaps and plans;
  • Align development partners’ technical and financial contributions with MHEWS roadmaps and plans;
  • Encourage development partners to advocate for people-centered and end-to-end MHEWS roadmap development and implementation.
