Preparing the United Nation conference on the Oceans 3 (UNOC3) June 2025, in France

10 years after the Manila Call to Action on Climate Change in 2015 by President François Holland and President Benigno Aquino, and the success of the COP 21. In June, 2025, France will host the 3rd United Nations Ocean Conference in the city of Nice, co-chaired with Costa Rica. Following the last UNOC in Lisbon in 2022, the One Ocean Summit in Brest in 2022, the Our Ocean conference in Palau in 2022 or lately in Greece 2024, the UNOC3 will be a major political event to strengthen ocean protection, recognizing its central role in global climate dynamics. 

With this side event France aims to mobilize international efforts for ocean protection, similar to the mobilization for climate action a decade ago. This mobilization will be necessary for addressing urgency, enhancing scientific knowledge, advancing ongoing negotiations, and engaging all relevant actors, including economic and financial stakeholders. Disasters and risk management are closely interlinked with Ocean preservation as the Ocean is at the center of the mechanism of climatic regulation.

Philippines and France are maritime nations, resolutely oriented towards the sea due to their geography and they both share a responsibility for the preservation of oceans and the implementation of the Paris agreement. France and Philippines also share the same values, particularly the mutual commitment to international law and multilateralism, as exemplified by the United Nations Convention on the Law of the Sea (UNCLOS) of 1982, which is the foundation of UNOC.
