Women, children, youth, persons with disabilities, older persons, indigenous people, and other marginalized groups are disproportionately impacted by climate change. It further exacerbates the pre-existing inequalities and related conditions of vulnerability that marginalise individuals and communities. Climate induced disasters are also the number one driver of internal displacement and losses and damages. According to Oxfam, extreme weather events displaced 20 million people a year. The majority of those displaced live in Asia while Small Island Developing States face the highest risk of internal displacement. Meaningful participation and inclusion of marginalized groups in efforts to avert, minimize and address losses and damages is crucial for effective climate risk management and contribute to achieving effective progress on key processes and frameworks, including:
- The Glasgow Dialogue and the work of the Transitional Committee to operationalize the Loss and Damage Fund and the funding arrangements
- The Santiago Network to catalyse technical assistance to avert, minimize and address losses and damages
- The Global Stocktake and the efforts to meet global, shared goals for climate action
- The Paris Agreement
- The Sendai Framework for Disaster Risk Reduction
