APMCDRR was the Asia-Pacific mechanism to assess progress on the implementation of the Sendai Framework and strengthen cooperation to reduce disaster risk.

As the Asia-Pacific is the most disaster-prone region in the world, the Ministerial Conference provided a key opportunity to enhance efforts to prevent new and reduce existing risks, and for countries and organisations to review progress against the Sendai Framework. This was particularly relevant as the APMCDRR occurred during the Midterm Review of the Sendai Framework, thus providing countries with an opportunity to focus on areas where action must be accelerated.

Official statements for APMCDRR were due on 5 September 2022. Submitted statements are available to view in the table below. 

Member States and representatives of stakeholder groups, such as the United Nations, international or regional organizations, were invited to provide a written statement focusing on progress made in the implementation of the Sendai Framework, disaster risk reduction and best practices of the country or the organization they represent. Only persons authorized to speak on behalf of a specific Member State, stakeholder group, international or regional organization, were able to submit a statement.

The APMCDRR provided an important opportunity for member states to share and learn about innovative and practical solutions, and to review risk reduction efforts, particularly drawing upon their findings of the Sendai Framework Midterm Review. Such findings will inform the Sendai Framework Midterm Review high-level meeting of the United Nations General Assembly in New York on 18 and 19 May 2023.

Representatives of Member States and stakeholder groups were invited to present written official statements of a maximum 2000 words in English. Representatives were asked to consider the following questions when preparing their statements:

• Where does your country/organisation stand in the implementation of the Sendai Framework?
  • Are you on track to reach the expected outcomes, goals and targets of the Sendai Framework for Disaster Risk Reduction by 2030?
  • How is your country/organization contributing to enhancing policy coherence between disaster risk reduction, climate change adaptation and sustainable development?
• How is your country or organization ensuring that disaster risk reduction efforts are inclusive?
  • What steps have you put in place to ensure that no one is left behind? Do you have any examples?
• How can we further advance towards the achievement of the goal of the Sendai Framework by 2030?  
  • What would be the priorities your country or organization will focus on?
  • Which are the key areas of progress and success, and which are the areas where concerted action needs to be accelerated?
• How can we accelerate progress?
  • What are some opportunities to strengthen national and regional action to achieve our shared disaster risk reduction objectives?
  • What are the key challenges to be faced and how should we work to overcome them?
