Building Local Government Resilience Leveraging Ecosystems, Climate Information, and Insurance

The 2023 World Risk Report identified six of eight Asia Pacific countries most at risk from the effects of climate change. The Asia-Pacific is also a biodiverse region of different ecoregions and biomes, enriched with endemic species thriving in mangrove belts, tropical forests, grasslands, vast coral reef systems and marine areas. Home to two-thirds of the world's population, Asia-Pacific is exposed to various climate change-related impacts. Whilst various ecosystems provide opportunities for protection through nature-based solutions (NbS) or ecosystems-based adaptation (EbA) principles, knowledge and use of climate information and services can maximize the protective characteristics of ecosystems, thereby reducing risks. Insuring residual risks after EbA and CIS measures have been undertaken is ideal for insurers to create commercially viable climate and disaster risk insurance products, while spreading risk.

The session will start with a 10-minute presentation by the Province of Southern Leyte describing their experience on climate change impacts; increasing frequency and intensity of natural hazards and disasters. PPDO Ms. Binky Vasquez will also present current work in the province on EbA measures, climate information and services, and other requirements to increase resilience and adaptive capacity of communities in Southern Leyte. After the presentation, a moderated panel discussion follows, which then focuses on the use of EbA and CIS for LGU risk mitigation and reduction, and adaptation and resilience, and the potential use of innovative mechanisms. The panel will also include stakeholders from the development and private sectors, to discuss ecosystems and other climate risk insurance, to cover residual risks, with examples from other LGUs.
